Whitney Ranch Blvd Extension: Connecting Rocklin, Roseville and the Future of Placer County

Big changes are coming to the Rocklin–Roseville corridor. After decades of planning, the Placer County Board of Supervisors has officially approved plans and funding for the Placer Parkway Project – Phase I, launching a new era of mobility and growth for West Placer.

Construction is expected to begin in spring or summer 2026, with a $106 million investment to extend Whitney Ranch Blvd and create a brand-new interchange linking State Route 65 to North Foothills Boulevard.


What the Project Includes
• Six-lane bridge over SR-65 with new ramps at Whitney Ranch Parkway
• Four-lane roadway extension connecting SR-65 to North Foothills Boulevard
• Grade-separated crossing over the Union Pacific Railroad
• New water line in partnership with Placer County Water Agency

When complete, the 15-mile expressway will connect Highway 65 to Highways 70 and 99 in Sutter County, improving access to downtown Sacramento and the airport.

For anyone who lives in Whitney Ranch, travels SR-65 daily, or commutes to Roseville, this project is a game-changer.
It will ease bottlenecks on Blue Oaks and Pleasant Grove, create faster routes, and boost local connectivity.

The corridor isn’t just getting new roads — it’s welcoming new amenities too. The approved design for a retail center anchored by Nugget Market adds nearly 95,000 square feet of shops and restaurants just off Hwy 65 and Whitney Ranch Blvd. The eastern portion will feature the grocery store and five retail buildings, while the western side is planned for a gas station and quick-serve restaurants — a major lifestyle upgrade for residents.
